Industry representatives support an agreement with India but want stronger guarantees that European companies will be able to compete under comparable conditions.

The European Furniture Industries Confederation (EFIC) has urged the Council of the EU to address several provisions of the EU-India Free Trade Agreement before its conclusion, arguing that the current arrangements risk putting European furniture manufacturers at a disadvantage.

In a position published on October 1, EFIC identified an imbalance in the proposed tariff arrangements. Indian furniture exports would receive immediate, full tariff liberalisation on entering the EU, while European manufacturers exporting certain products to India would have to wait between five and ten years for tariffs to be eliminated.

The longer transition periods affect products including wooden seats, kitchen furniture and metal furniture frames.

For European manufacturers, this means Indian competitors could gain duty-free access to the EU market years before equivalent conditions apply to some European furniture products entering India.

EFIC is not calling for the agreement to be abandoned. The association considers India an important potential market for European furniture producers, but wants the final terms to address the differences in market access.

Certification delays remain a major obstacle

Tariffs are only part of the problem.

EFIC has identified India's Quality Control Orders (QCOs) as one of the main obstacles facing European furniture exporters.

Under these requirements, foreign manufacturers must obtain certification from the Bureau of Indian Standards (BIS) for covered products.

According to EFIC, certification for foreign factories currently takes between 18 and 24 months, compared with approximately one to two months for domestic manufacturers.

The difference creates a substantial disadvantage for European companies seeking to enter the Indian market or introduce products subject to certification.

EFIC wants India to make specific commitments to remove these barriers, with clear deadlines before the trade agreement enters into force.

Without such changes, lower import duties would offer limited benefits to manufacturers still unable to obtain the necessary approvals within a commercially reasonable period.

Concerns over cheaper imports and EU standards

The European furniture industry is also concerned about competition from manufacturers operating under different labour, environmental and regulatory conditions.

EFIC argues that lower production costs outside the EU can place European manufacturers at a disadvantage, particularly where imported products are not subject to equivalent compliance requirements.

The association wants stronger market surveillance and additional resources for authorities responsible for checking imported furniture.

It has also called for imports to comply with the requirements being developed under the EU's Ecodesign for Sustainable Products Regulation (ESPR), including the forthcoming delegated act covering furniture.

These rules are expected to introduce additional sustainability and product requirements for furniture sold in the EU.

EFIC wants enforcement to apply equally to European production and imported products, so that manufacturers investing in compliance are not undercut by goods that fail to meet the same requirements.

The issue is particularly important for smaller furniture manufacturers, which account for much of the European industry's production base and have fewer resources to absorb additional regulatory costs.

Industry seeks protection against import surges

EFIC has also asked the EU to retain effective safeguards against a sudden increase in furniture imports from India.

The association specifically refers to the safeguard mechanism in Chapter 7 of the agreement, arguing that European manufacturers must be able to seek rapid intervention if rising imports cause, or threaten to cause, significant disruption.

It also wants stronger rules of origin and closer monitoring of trade flows to prevent companies from using India as an intermediary for products manufactured elsewhere.

Such provisions would become particularly important if tariff preferences encouraged changes in international furniture sourcing and production arrangements.

EFIC has called for regular monitoring of import volumes and the effects of the agreement on European manufacturers.

More than €100 billion in European furniture turnover

The position comes from an industry representing approximately 130,000 companies and one million workers across the European Union, with annual turnover exceeding €100 billion.

EFIC represents around 80% of the sector's turnover through its member organisations and companies.

The association's demands reflect concerns about the competitive position of European furniture manufacturers, many of which are already operating with high labour, energy and regulatory costs.

The EU-India agreement offers opportunities for European producers to expand sales in a large market, particularly if certification requirements and other restrictions are reduced.

However, EFIC argues that tariff concessions alone will not guarantee improved access for European exporters.

The association is asking the Council to secure changes to certification procedures, maintain effective safeguards and ensure that imported furniture meets EU requirements before the agreement is finalised.

European furniture manufacturers are pressing for changes to the EU-India Free Trade Agreement, warning that the proposed terms could give Indian producers easier access to the European market while leaving significant obstacles in place for European exporters.
