For landowners and suppliers, the prospect of new customers comes with questions about permits, fuel requirements and the future use of forestland.

In Finland, authorities have called on Google’s subsidiary to halt major site preparation until environmental assessments are completed. In Britain, Drax’s proposed computing campus at its biomass power station has drawn criticism over potential wood consumption and emissions.

In Sweden, Palantir CEO Alex Karp’s purchase of approximately 15,000 hectares has prompted residents to seek answers about forest management and hunting rights. The buyer has ruled out a data center, but the deal has brought technology-sector wealth into a local discussion about who owns the forest and what they intend to do with it.

Google’s land purchase runs into an environmental dispute

When Finland approved the sale of approximately 1,400 hectares to Google in November 2024, the government welcomed the prospect of investment in Muhos and Kajaani.

The four parcels cost more than EUR 27 million and had mostly been used for commercial forestry. Metsähallitus, the state land manager, said they would provide space for potential expansion of Google’s cloud and data center infrastructure. Development still required land-use planning and permits.

Google’s existing data center in Hamina, Finland. The disputed development projects are in Muhos and Kajaani

Almost two years later, the disagreement concerns work already carried out on the ground.

On 6 October, Finland’s Licensing and Supervision Agency called on Google subsidiary Tuike Finland Oy to suspend preparatory work that significantly changes the environment, immediately and no later than 23 October. The suspension should last until the projects’ environmental impact assessments are completed.

The agency said trees had been removed, topsoil stripped, access roads and storage areas built, and drainage arrangements altered. Its concern was that extensive preparation could narrow the alternatives available before the assessment had finished. Surveys, planning and minor work that can readily be reversed were excluded from the request. Tuike must provide a written response by 14 October.

The following day, another authority offered a more limited assessment. Finnish Forest Centre official Jarkko Partanen said to Finnish media that the logging complied with the Forest Act.

The two positions concern separate rules. Logging can comply with forestry legislation while the timing of site preparation remains disputed under environmental assessment requirements.

That leaves Google facing a question about how far construction preparations can advance before the authorities have assessed the project as a whole. For the forest sector, it is also a reminder that clearing trees for a new industrial use involves decisions beyond the harvesting operation itself.

Drax looks for a place in the computing business

Drax’s attraction to data center developers is easy to understand from its investor documents. The North Yorkshire power station has industrial land, generating capacity, grid access, cooling systems and water extraction rights. Those are useful assets for a business that needs substantial electricity supplies.

In March, Drax outlined options for a computing development of around 1.2 GW. Its illustrative schedule started with approximately 100 MW connected to the grid, followed by much larger phases supplied behind the meter. The plans depended on consents, investment decisions and commercial arrangements.

Drax Power Station in North Yorkshire, where the company is developing plans for a data center campus.

By September, the company was working towards a planning application for the first, approximately 100 MW grid-connected phase. It continued to describe a large-scale data center as a longer-term option.

For Drax, computing could provide another source of revenue from an existing power station site. For wood suppliers, the interest lies in how any later development would be powered.

The company operates a pellet business with approximately five million tonnes of annual production capacity across 14 plants in the United States and Canada. It supplies its own power station and sells to customers in Europe and Asia. A substantial computing customer supplied by biomass generation would connect that trade to demand for digital services.

Environmental campaigners are challenging that prospect.

NRDC’s continuous-operation scenario estimates 4.9 million tonnes of wood and 8.6 million tonnes of CO₂ annually; Drax disputes its accounting and power-mix assumptions.

There is still some distance between the development options and an operating campus. The first grid-connected phase does not establish how much biomass later facilities would consume. Suppliers assessing the opportunity will need actual power agreements, operating schedules and fuel requirements before treating it as additional pellet demand.

Karp’s forest deal raises questions about the owner

The Swedish story began with a purchase rather than a development proposal.

Alex Karp acquired approximately 15,000 hectares near Storsjö in Berg Municipality through Cladonia Skog AB. SLU, the Swedish University of Agricultural Sciences, puts the price at SEK 235 million. The seller, SCA, had described the mountain-edge property as poorly suited to its forestry operations.

Residents wanted to know what the new owner intended to do. Hunting rights became a concern, while Karp’s position at Palantir encouraged speculation about a possible data center.

Palantir CEO Alex Karp, whose forest purchase has raised questions in Sweden.

The buyer rejected that suggestion. Cladonia subsequently told SVT that it intended to manage the property over the long term and cooperate with people living and working nearby. A forest management plan was being prepared, and arrangements for local hunting remained under discussion.

Vilis Brukas, professor of forest policy at SLU, argues that the acreage alone is not exceptional. Swedish forestry companies, the state and institutional investors routinely own comparable or much larger areas.

What stands out is a wealthy foreign individual acquiring such a large contiguous property through a company acting on his behalf. Brukas points to experience in Scotland, where purchases by investors interested in conservation have sometimes created tensions with local communities. An owner’s intentions can be well received in principle and still leave disagreements over how land should be managed and used.

Karp’s purchase also shows how little a headline price says about a forest property. In a Swedish broadcast, Danske Bank forest analyst Oskar Lindström cautioned against comparing its price per hectare directly with SCA’s average forest valuation. Mountain-edge land, sparse tree cover and harvesting restrictions can produce a very different valuation from productive commercial forest.

Lindström had not assessed the estate itself. His point was about the comparison: hectares alone do not describe the timber resource being bought.

Google’s projects, Drax’s plans and Karp’s acquisition will now follow separate paths. Finland’s authorities want an environmental assessment completed. Drax needs planning approval and customers. In Härjedalen, residents want clearer answers about management and access.

AI data centers are bringing new investment into the forest business—and drawing objections over land clearance and wood-fuelled electricity.
