Finland must protect access to timber when implementing the EU Nature Restoration Regulation, Tino Aalto, managing director of the Finnish Sawmills Association, told GWMI. His warning comes as producers invest in additional sawmill capacity that will require a dependable supply of logs.<\/p>\n

Aalto said the Finnish government was in the final stages of negotiating its national nature restoration plan. He urged policymakers to preserve the access to domestic forests on which sawmill companies have based their investments.<\/p>\n

\n

\u201cFinnish sawmill companies have invested heavily in Finland, and our access to raw materials and forests are really good compared to almost any other sawmilling country,\u201d said Tino Aalto, in comments to GWMI\u00a0<\/em><\/p>\n

<\/blockquote>\n

He warned against national decisions that could weaken that advantage.<\/p>\n

\n

\u201cWe must not undermine this great national asset and competitive advantage \u2013 our continuously growing forest resources \u2013 through misguided national policy decisions.\u201d<\/em><\/p>\n

Investment increases demand for logs<\/h2>\n

Keitele illustrates the investments behind the association\u2019s concerns. Its approximately EUR 40 million investment programme aims to raise annual sawn timber capacity at the Keitele sawmill from 420,000 m\u00b3 to 600,000 m\u00b3 in two-shift operation.<\/p>\n

In August, the company announced plans to modernise the small-log line\u2019s feeding and debarking equipment in autumn 2027. The upgrade forms part of the investment programme and is expected to increase the small-log line\u2019s capacity by almost 50%.<\/p>\n

Expanding production also increases timber requirements. Investment in processing equipment needs to be matched by access to logs, making future harvesting conditions relevant to companies planning higher output.<\/p>\n

Aalto\u2019s comments to GWMI place that investment alongside the decisions now being negotiated by the government: how to meet restoration obligations while maintaining the wood supply available to Finnish producers.<\/p>\n

Potential harvesting reduction of 3\u201315 million m\u00b3<\/h2>\n

Aalto cited an earlier estimate by the Natural Resources Institute Finland, LUKE, suggesting that the EU Nature Restoration Regulation could reduce Finland\u2019s annual harvesting potential by 3\u201315 million m\u00b3.<\/p>\n

\n

\u201cIn practice, this would mean taking commercially managed forests out of production.\u201d<\/em><\/p>\n<\/blockquote>\n

The estimate describes possible reductions in harvesting potential, rather than an agreed cut in annual harvesting. It does not provide a separate figure for sawlogs or identify the procurement areas that would be affected.<\/p>\n

The consequences for individual mills will depend on where restoration measures apply and which forests are involved. Restrictions within a mill\u2019s procurement area could reduce its local supply options or increase the distance over which it needs to purchase timber.<\/p>\n

Aalto said protecting wood availability must be a priority in the national plan.<\/p>\n

\n

\u201cIn our view, Finland\u2019s national restoration plan must minimise the impacts on wood availability.\u201d<\/em><\/p>\n<\/blockquote>\n

Industry coalition seeks clarity on supply and funding<\/h2>\n

The Finnish Sawmills Association joined six other organisations in a joint appeal published on 7 October. They asked the government to establish the industrial consequences and financing requirements before committing to restoration targets ahead of forthcoming discussions with the European Commission.<\/p>\n

The signatories include forest-owner organisations MTK and SLC, food-industry federation ETL, food workers\u2019 union SEL, dairy-sector professionals\u2019 organisation MVL and the paper workers\u2019 union.<\/p>\n

The appeal illustrates the scale of the most extensive scenario considered by comparing the potential impact with the annual wood consumption of fifteen industrial sawmills. It does not identify mills expected to close or give a separate estimate of the reduction in sawlog supply.<\/p>\n

The organisations cite preparation-stage estimates of approximately EUR 1.2 billion in restoration costs and an annual financing gap of around EUR 400 million. These are estimates cited in the appeal, rather than an approved spending programme.<\/p>\n

The coalition wants active forestry and nature-management work in commercial forests to remain part of Finland\u2019s approach. It also asks the government to use the national flexibility available under the regulation and select measures that deliver results at a credible cost.<\/p>\n

Landowner participation is another part of the appeal. MTK chairman Tero Hemmil\u00e4 describes improving nature\u2019s condition as a shared objective but argues that restoration must be undertaken with landowners. The organisations want measures on private land to be voluntary and supported by fair compensation.<\/p>\n

They also ask Finland to define its position on the starting conditions and reference year for restoration targets before discussions with the Commission. Those choices will help determine the commitments Finland takes on.<\/p>\n

In his comments to GWMI, Aalto argued that biodiversity conservation and timber production can be combined through practical forest management.<\/p>\n
