Europe\u2019s wooden pallet and packaging industry met in B\u00e5stad, Sweden, from September 30 to October 2 for the 73rd FEFPEB Congress, hosted by Swedish Wood, with industry consolidation, EU regulation and future timber availability emerging as some of the main issues.<\/p>\n

Held under the theme Wood Packaging in a Resilient Europe<\/em>, the congress brought together pallet and packaging manufacturers, pooling companies, machinery suppliers, timber companies and industry associations from Europe and several overseas markets.<\/p>\n

The discussions came at a particularly important moment for the sector. European manufacturers are dealing simultaneously with changes in the structure of the pallet industry, the implementation of new EU packaging rules and continued uncertainty over the availability and cost of timber.<\/p>\n

Consolidation reshapes the European pallet sector<\/strong><\/p>\n

FEFPEB directly addressed changes taking place within the industry during its presentation in B\u00e5stad.<\/p>\n

A slide presented to delegates described a \u201cchanging market situation with ongoing consolidation\u201d and referred specifically to the September 17 launch of the new Wood Pallets for Europe alliance.<\/p>\n

FEFPEB said it was actively considering, together with the parties involved, what the new initiative could mean for the federation\u2019s future organisational structure.<\/p>\n

Its message to members was equally explicit: FEFPEB should remain united and continue its advocacy through a common voice.<\/p>\n

The debate follows the creation of Wood Pallets for Europe by CJ Sheeran Group, Euroblock Verpackungsholz, Foresco and PGS Group, together with EPAL and Woodpack Global.<\/p>\n

The alliance has been established to strengthen the wooden pallet industry\u2019s representation in Brussels and engage directly with EU institutions and policymakers.<\/p>\n

Its priorities include promoting the environmental credentials of wooden pallets, providing data to policymakers and ensuring that new European legislation takes account of the characteristics of reusable and repairable wooden packaging.<\/p>\n

The emergence of another Brussels-focused industry organisation adds a new element to European pallet sector representation just as regulatory lobbying is becoming increasingly important.<\/p>\n

PPWR moves from legislation to implementation<\/strong><\/p>\n

The Packaging and Packaging Waste Regulation featured prominently in the congress programme.<\/p>\n

Nikhil Varghese, Director Circular Economy at DGA Group, presented an update on PPWR implementation and FEFPEB\u2019s advocacy activities.<\/p>\n

Attention is now shifting from the political negotiations surrounding the regulation towards the practical consequences for manufacturers.<\/p>\n

For wooden pallet and packaging companies, this includes questions around reuse, recycling, documentation, producer responsibility and the way wood packaging is treated within wider EU circular-economy policies.<\/p>\n

The regulatory discussion in B\u00e5stad went beyond PPWR.<\/p>\n

A DGA presentation titled Beyond PPWR: what else could shape FEFPEB?<\/em> identified several other policy areas that could affect the industry in coming years.<\/p>\n

These included the planned Circular Economy Act, possible changes under an Environmental Omnibus and initiatives concerning circular VAT.<\/p>\n

The message was that PPWR is unlikely to be the final major regulatory intervention affecting the sector.<\/p>\n

European manufacturers will increasingly have to follow policy developments covering materials, taxation, recycling, environmental reporting and resource efficiency.<\/p>\n

Timber availability remains a central concern<\/strong><\/p>\n

Raw-material availability was another important part of the programme.<\/p>\n

<\/a>C<\/p>\n

hristian Nielsen, market analyst at Swedish Wood and the Swedish Forest Industries Federation, presented on market developments, timber availability, forecasting, valuations and raw-material supply in key global markets.<\/p>\n

The subject is particularly relevant for pallet manufacturers after several years of significant movements in European log and sawn timber prices.<\/p>\n

Although wooden packaging demand is more closely linked to manufacturing, exports and logistics than to residential construction, developments in the sawmilling industry directly affect the availability of pallet boards and other packaging grades.<\/p>\n

Reduced sawmill production can tighten supplies of industrial grades even when construction timber demand remains weak.<\/p>\n

The Swedish forest sector also provided the wider context for the congress.<\/p>\n

Figures presented in B\u00e5stad showed that approximately 85% of Swedish forest-industry products are exported.<\/p>\n

The sector generates annual exports worth around EUR 17 billion, while investment between 2020 and 2024 amounted to approximately EUR 6 billion.<\/p>\n

Sweden remains one of the world\u2019s major exporters of pulp, paper and sawn timber, making developments in the country particularly relevant to European wooden packaging producers.<\/p>\n

More value from the same raw material<\/strong><\/p>\n

The need to use timber more efficiently also featured in FEFPEB\u2019s presentations.<\/p>\n

Composite pallet blocks were highlighted as an example of how residues and lower-value wood material can be converted into components for reusable pallets.<\/p>\n

The message presented to delegates was straightforward: use wood more efficiently, produce more consistent components and keep valuable material circulating for longer.<\/p>\n

This has become increasingly important for pallet manufacturers as raw-material costs account for a large share of production expenses.<\/p>\n

Higher timber prices therefore place greater emphasis on recovery rates, optimisation and the ability to use residues that might previously have generated lower returns.<\/p>\n

Certification remains part of the sourcing discussion<\/strong><\/p>\n

Forest certification was also addressed during the congress.<\/p>\n

Christina Lundgren, CEO and National Secretary of PEFC Sweden, and Jan Ihre, Market Development Manager at FSC Sweden, took part in a PEFC and FSC dialogue.<\/p>\n

Certification has become increasingly connected with wider questions around traceability, procurement and environmental documentation.<\/p>\n

For large pallet manufacturers and international users of wooden packaging, the subject is no longer limited to customer preference. It is becoming part of a wider system of supply-chain verification and reporting.<\/p>\n

Automation moves higher on the investment agenda<\/strong><\/p>\n

Automation and production efficiency were also strongly represented in B\u00e5stad, both through the congress programme and the large number of machinery and technology suppliers attending.<\/p>\n

Companies including Storti, Corali, CAPE, Jointec and other equipment providers were present.<\/p>\n

Investment is increasingly moving beyond conventional automated nailing lines into optimisation, software, production planning and digital design.<\/p>\n

French technology company PaC, for example, used the event to present software for the design and structural analysis of wooden pallets and crates, including engineering and costing functions.<\/p>\n

For many European manufacturers, automation is increasingly less about adding capacity and more about maintaining output while reducing dependence on labour and improving timber utilisation.<\/p>\n

A more complicated operating environment<\/strong><\/p>\n

The picture emerging from B\u00e5stad was therefore not one of an industry preparing for rapid volume expansion.<\/p>\n

Instead, the European wooden pallet sector is adjusting to a more complicated operating environment.<\/p>\n

Timber supply remains uncertain in several markets. Regulatory requirements are increasing. Manufacturers are investing in automation and better raw-material utilisation, while the structure of industry representation itself is changing.<\/p>\n

The launch of Wood Pallets for Europe shortly before the congress made that final issue particularly visible.<\/p>\n

At precisely the point when Brussels policy is becoming more influential for wooden packaging manufacturers, the sector is reconsidering how its interests should be represented.<\/p>\n

FEFPEB\u2019s response in B\u00e5stad was to stress the importance of remaining united and maintaining a common industry voice.<\/p>\n

For European pallet producers, the next few years are therefore likely to be shaped not only by timber prices and pallet demand, but increasingly by regulation, political representation and the ability to extract more value from every unit of raw material.<\/p>\n<\/div>\n
