Around 220 employees are covered by the negotiations, including the Nordic CLT sales organisation, and up to 80 positions could be affected.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">Stora Enso said the Gruv\u00f6n operation has been hit by slower-than-expected growth in the CLT market, rising wood costs and relatively high fixed production costs. Nordic customers would continue to be supplied from the company\u2019s remaining CLT plants in Austria and the Czech Republic.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">Gruv\u00f6n entered commercial production in the first quarter of 2019 following a \u20ac45 million investment. The plant was built for around 100,000 m\u00b3 of annual CLT capacity and created about 60 jobs. At the time, Stora Enso described the project as part of its expansion in engineered wood and mass timber construction.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 20px 0;\">Seven years later, the company is preparing to close it.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 20px 0;\"><strong>A capacity build-out that started before the market slowed<\/strong><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">Gruv\u00f6n was part of a wider European investment cycle. During the late 2010s and early 2020s, major wood groups added new CLT lines or entire factories as expectations for mass-timber construction improved. Several projects were designed around the assumption that CLT would continue to take market share from concrete and steel in residential, commercial and public construction.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">Stora Enso followed Gruv\u00f6n with another major project in \u017dd\u00edrec in the Czech Republic. The company approved a \u20ac79 million investment in 2020 and started production in 2022. The new plant was designed for around 120,000 m\u00b3 of annual CLT capacity after ramp-up.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">Pfeifer made a similar move in Germany. The group invested around \u20ac25 million in a new CLT plant at Schlitz, with production starting in 2019. The first stage was designed for around 50,000 m\u00b3\/year, with a second stage intended to double capacity.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">KLH opened a second CLT factory at Bad St. Leonhard in Austria in 2021, adding approximately 125,000 m\u00b3 of annual capacity and more than 100 jobs. In the company material reviewed for this article, there are fewer comparable greenfield projects announced by the major European groups in the years that followed.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">That does not mean investment has disappeared. Existing plants continue to receive automation, machining, logistics and efficiency upgrades. But the emphasis has shifted away from adding another 100,000 m\u00b3-scale factory every few years.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 20px 0;\">Gruv\u00f6n now moves in the opposite direction: capacity built during the expansion phase is being taken out.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 20px 0;\"><strong>Stora Enso keeps three CLT plants<\/strong><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">The planned Gruv\u00f6n closure is not an exit from CLT. Stora Enso will retain production at Ybbs and Bad St. Leonhard in Austria and \u017dd\u00edrec in the Czech Republic. Its older Austrian plants have long operating histories and established customer networks.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">Ybbs began CLT production in 2012 and passed one million cubic metres of cumulative deliveries in June 2026. Bad St. Leonhard started in 2008 and exceeded one million cubic metres of cumulative output in 2025.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">Stora Enso\u2019s published documentation has listed approximately 110,000 m\u00b3 of capacity at Gruv\u00f6n, 110,000 m\u00b3 at Ybbs, 80,000 m\u00b3 at Bad St. Leonhard and 120,000 m\u00b3 of design capacity at \u017dd\u00edrec. Actual operating capacity and output can differ from design figures depending on ramp-up and utilisation.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 20px 0;\">After Gruv\u00f6n, the company can still supply Nordic customers from three large Central European production bases, reducing the need to keep a separate Nordic CLT factory running if existing plants can absorb the orders.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 20px 0;\"><strong>Construction remains the main constraint<\/strong><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">The European construction market is still providing limited support. Weak residential development, expensive financing and delayed commercial projects continue to weigh on demand.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">CLT has a different sales profile from commodity softwood lumber. Much of the volume is tied to individual projects, frequently with CNC machining, engineering work and production scheduled around a specific construction programme.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">When a large residential or commercial project is postponed, the lost volume cannot necessarily be redirected immediately to another market. A 5,000 m\u00b3 CLT project that moves by six months can have a much greater effect on factory utilisation than the same volume in standard lumber, where mills have more options to change customers or destinations.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 20px 0;\">For plants carrying a large fixed-cost base, lower utilisation quickly becomes expensive.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 20px 0;\"><strong>Wood costs have moved against producers<\/strong><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">Stora Enso specifically cited higher wood costs as another reason Gruv\u00f6n struggled to reach sustainable profitability.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">That pressure begins at the sawmill. Nordic producers have faced sharply higher sawlog prices during the past two years, and those costs flow into dried and graded lamellas used in CLT production.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">A CLT producer then adds another layer of manufacturing: finger-jointing, planing, lay-up, adhesive application, pressing, CNC processing, handling and project-specific preparation.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 20px 0;\">The selling price is ultimately constrained by construction economics. Developers compare timber solutions not only with other CLT suppliers but also with concrete, steel and hybrid systems. When developers themselves are struggling with high financing and labour costs, engineered-wood producers have less room to pass through every increase in timber cost.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 20px 0;\"><strong>Europe already has several large production platforms<\/strong><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">The scale reached by the major producers is substantial. Binderholz reports around 320,000 m\u00b3 of combined annual CLT capacity at its Unternberg and Burgbernheim operations.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">KLH\u2019s second factory at Bad St. Leonhard alone can produce around 125,000 m\u00b3\/year, in addition to the group\u2019s original Katsch plant. When \u017dd\u00edrec was inaugurated three years later, the company again referred to increasing demand for wood-based building solutions and expected the new plant to increase CLT production capacity substantially.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">Pfeifer\u2019s 2019 investment was framed in a similar way, with the company treating CLT as a growth market and planning a second capacity stage almost from the beginning.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">By 2026, the discussion has shifted from how much capacity to add to how much existing capacity can be kept profitably loaded.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">There are still projects, machinery upgrades and expansions across engineered wood, but among the major European producers there has been less evidence recently of the large greenfield CLT build-out that characterised the previous cycle.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 20px 0;\">Gruv\u00f6n makes that change visible in a way a delayed investment would not. The Austrian plants have operated for much longer. They are located within mature timber-processing clusters and have spent years building relationships with timber contractors, architects, engineers and construction companies.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">Ybbs and Bad St. Leonhard also benefit from established internal logistics and wood supply. \u017dd\u00edrec is newer, but it was built around Stora Enso\u2019s integrated site model and sits alongside major sawmilling operations.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">Gruv\u00f6n is itself integrated with a sawmill, but its primary target was the Nordic market, where expected CLT growth has not been fast enough to justify the production cost.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 20px 0;\">The sawmill will remain open. Stora Enso has said the closure will not affect wood consumption in Business Unit Skoghall, and sawn and planed goods production will continue. What disappears is the final CLT conversion step.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 20px 0;\"><strong>A test for the next phase of mass timber<\/strong><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">CLT has not lost its place in European timber construction. Large projects continue to be built and the product has moved far beyond the experimental stage it occupied two decades ago.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">The economics are now harder. New capacity has to compete with factories built during the previous investment cycle, while construction growth remains slow and raw-material costs are higher.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0 0 16px 0;\">Existing producers can respond by concentrating production, increasing utilisation at fewer plants and supplying a larger geographic area from centralised sites.<\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 1.65; margin: 0;\">Gruv\u00f6n was built during the European CLT investment wave.
