It is also a consequence of Finland’s declining competitiveness, according to Versowood CEO and owner Ville Kopra.

Kopra said that years of weaker operating conditions compared with Sweden, Central Europe and North America had made Finnish sawmill companies vulnerable to acquisition. Once an owner is offered an exit after a prolonged period of difficult returns, selling to a better-capitalised foreign group can become an attractive alternative to another investment cycle.

“If Finnish competitiveness remains poor for long enough, this is what happens: the stronger players pick up the weaker ones,” Kopra said in an interview with the Finnish Metsänomistaja podcast.

The change is particularly visible in eastern Finland. Binderholz has expanded through Finnish sawmill acquisitions, including the Kuhmo business, while Pfeifer acquired Pölkky and HS Timber entered Finland through Luvian Saha. Kopra described the growing Austrian presence as a considerable structural change and regrettable for Finnish industrial ownership.

His concern is not that foreign groups lack the ability to invest. Binderholz, Pfeifer and HS Timber have extensive experience, accumulated capital and large international sales networks. The risk, in Kopra’s view, appears later, when strategic decisions are made outside the region in which the mill operates.

A locally owned sawmill is closely tied to forest owners, contractors, employees and municipal economies. A multinational group may maintain and expand the same plant, but it can also compare it with other sites across several countries. When demand falls or capacity must be removed, local attachment carries less weight.

“There is always a risk that, in a certain situation, a unit will be closed because the same attachment to the home municipality or the country is no longer there,” Kopra said.

Central European groups are securing a new timber base

The acquisitions also have an industrial logic. Bark beetle damage has disrupted the spruce resource across Germany, Austria and the Czech Republic, first producing large volumes of salvage timber and subsequently weakening the longer-term supply base.

For Central European companies, Finland provides access to a large, renewable softwood resource at a time when the future availability of spruce closer to their existing plants has become less certain. Ownership of Finnish sawmills also gives these groups a position at the beginning of the supply chain rather than leaving them dependent on external purchases.

Kopra said the acquisitions were partly intended to secure raw-material flows and support the wood requirements of Central European processing plants. Yet he noted that several of the Finnish mills acquired by Austrian groups are predominantly pine sawmills, while much of the Central European processing system has traditionally been oriented towards spruce.

That may eventually encourage investment in new outlets for Finnish pine. Kopra said stronger Central European processing of pine could create additional demand, although he had not yet seen significant evidence of this change.

The difference between the two species is not merely technical. Most modern sawmills can process both spruce and pine, but their practical production mix is determined by the forest resource within an economical procurement radius. Eastern and northern Finland are more pine-dominated, while spruce is generally easier to process, dry and sell into established Central European construction markets.

Pine has different outlets, with North Africa and the Middle East remaining important. Kopra sees longer-term support in these regions from population and economic growth, while several Asian markets are increasingly buying both spruce and pine rather than operating as completely separate markets.

Versowood builds around procurement geography

Versowood has followed a different consolidation model, adding mills that strengthen its procurement network and allow production to be divided more efficiently between species and end markets.

Kopra said wood logistics had been the main consideration behind many of the group’s acquisitions. A compact group of sawmills allows logs to be directed to the most suitable plant, reduces transport inefficiencies and gives individual units greater scope to specialise in pine or spruce.

Finland’s sawmill sector is undergoing a marked ownership shift as Central European groups expand through acquisitions.

The company’s footprint now forms a relatively concentrated network around Vierumäki, Otava, Riihimäki, Hankasalmi, Kissakoski and Korkeakoski. Kopra said this configuration allows Versowood to concentrate procurement and improve the efficiency of timber flows rather than assembling a collection of geographically disconnected mills.

That discipline previously led Versowood to decline opportunities that would have extended the company too far from its wood-buying area. When the group acquired Vapo’s Hankasalmi sawmill in 2014, it could also have bought the Nurmes and Kevätniemi plants. Versowood decided that the additional mills would have increased procurement and operating risk beyond an acceptable level. Binderholz later acquired the two sites.

Kopra remains cautious about moving sawmill production abroad. Sawmilling begins with detailed knowledge of a regional forest resource, purchasing organisation and transport network. Moving into Sweden, the Baltic region or Central Europe would require Versowood to recreate those capabilities in a less familiar operating environment.

Future international expansion would be more plausible in processed wood products than in primary sawmilling, he said. For the core sawmill business, growth is still expected to begin from the company’s Finnish procurement territory.

Korkeakoski brings the family story full circle

The acquisition of the Korkeakoski sawmill from UPM carried particular significance for the Kopra family. The family had sold the mill to the predecessor of UPM at the end of 1988 after a difficult period for privately owned Finnish sawmills.

Kopra was 11 years old at the time and described the sale as an interruption in the continuity of the family business. His father began looking for another industrial company within weeks and acquired Vierumäen Teollisuus in 1990, providing the base from which Versowood subsequently developed.

Reacquiring Korkeakoski had remained a long-term ambition. Kopra said he periodically informed UPM that Versowood would be interested if the group’s strategy changed. The opportunity finally emerged, with the transaction announced in September and completed at the turn of the year.

Eight employees who had worked at the mill during the Kopra family’s earlier ownership were still at Korkeakoski when it returned to Versowood, giving the acquisition a personal dimension that extended beyond its industrial rationale.

The scale of the family business has changed considerably since 1990. Vierumäki produced approximately 75,000 m³ of softwood lumber in the year it was acquired. Versowood is targeting around 550,000 m³ at the site in 2026, while group production is expected to exceed 1.8 million m³.

Continuous investment is the price of remaining competitive

Versowood’s growth has combined acquisitions with repeated modernisation. Kopra rejected the idea that sawmills can postpone investment for long periods and later recover through a single renovation programme.

Technology, scanning, optimisation, automation and production speeds continue to advance. Mills that allow maintenance and investment requirements to accumulate can reach a point at which the cost of restoring competitiveness becomes too large.

“In this business, you have to renew continuously,” Kopra said. “If a plant becomes too old and the investment backlog grows too large, the entire operation can gradually break down.”

The company’s approach has been to identify bottlenecks, increase output and reduce unit costs rather than treating investment as an occasional expansion exercise. Kopra acknowledged that sawmills are often accused of overinvestment, but argued that failing to modernise carries the greater long-term risk.

The development of Vierumäki offers an extreme comparison. When the family acquired the business, the site produced about 75,000 m³ annually with a workforce Kopra recalled at roughly 400–500 people. Today, output is more than seven times higher, illustrating how automation and the use of specialised contractors have transformed sawmill economics.

Versowood also moved activities such as transport, machinery work and maintenance towards external specialists where dedicated contractors could perform them more efficiently. The sawmill’s task was narrowed towards processing timber rather than maintaining an extensive collection of supporting operations internally.

Raw material accounts for 70% of the cost

For all the gains from automation and scale, Kopra said wood remains the decisive competitiveness factor. Sawlogs account for approximately 70% of the cost of Finnish softwood lumber. Even a modest raw-material price disadvantage against Sweden or Central Europe is therefore difficult to offset elsewhere.

Swedish competitors have benefited from a weaker krona and, in Kopra’s assessment, a more favourable wood market. They are also geographically closer to several major customers. Finland enters the competition with higher freight distances and fewer opportunities to absorb an expensive log basket through currency gains.

Historically, Finnish mills have often acted as swing producers, reducing output when global softwood lumber markets deteriorate. The next market cycle may develop differently as bark beetle damage changes Central European timber availability and the global trade system continues to adjust without normal Russian access to Western markets.

Where timber will be available in Central Europe, Sweden and North America—and how Russian supply might eventually return—will determine future trade flows. Finland has wood, but the commercial value of that resource depends on whether mills can buy, process and deliver it competitively.

Higher processing does not always mean a finished product

Kopra also challenged the frequent political argument that Finland should simply increase the processing value of every cubic metre it exports. The physical scale of the Finnish forest industry and its distance from customers place limits on which products can be manufactured economically.

Large CLT panels, for example, are expensive to transport from Finland to Central Europe and may require sawmills to compete directly with customers that currently buy Finnish softwood lumber for their own processing. A product can carry a higher price per cubic metre and still generate a poorer industrial result once transport, market access and capital requirements are included.

Kopra argued that modern softwood lumber is already a highly processed industrial product. Logs are selected by scanning, cut to precise dimensions and customer lengths, kiln-dried, graded and packaged as inputs for specific manufacturing lines. What appears to be a standard piece of lumber may have been prepared for a narrowly defined customer application.

Versowood continues to examine opportunities in processing, but Kopra said new activities must be large enough to consume industrial volumes. Small specialist operations can require substantial management attention without materially increasing lumber consumption or group revenue.

The same logic shapes acquisitions. Versowood is interested in businesses that improve timber logistics, add suitable markets or create processing capacity at a scale compatible with the group. Growth for its own sake is not sufficient.

Kopra’s argument is ultimately less about foreign ownership than about the conditions that produce it. Austrian companies entered Finland with capital accumulated during years of profitable operation and a strategic need for additional timber. Finnish owners faced weaker competitiveness, high raw-material costs and another demanding investment cycle.

Unless those conditions improve, further consolidation will remain possible. Finland may retain its forests and mills, but a growing share of the decisions governing them could be made elsewhere.

About

Ville Kopra is the CEO and majority owner of Versowood, one of Finland’s largest privately owned wood-processing groups.
